Guernsey, Monroe, Noble Tri-County CAC, Inc. (Established 1965) is a private, non-profit corporation committed to providing quality services to help people help themselves in our service area.

GMN Corporate headquarters are based in Caldwell, Ohio. This vast agency has a service area of 1,500 square miles, employs nearly 400 people, owns or leases fourteen (14) buildings in the Tri-County area, has 500 pre-school enrollees and operates on an annual budget of over eight (8) million dollars!

Gary W. Ricer is the Executive Director and the agency is governed by a Board of Directors comprised of eighteen (18) members from various professional backgrounds.

We  strive to stimulate and encourage opportunities which enhance conditions for which people live, learn and work through public service and assistance. Our myriad of programs encompass Newborn to Senior Citizens and all ages in between. Services are available to all income eligible in accordance with prescribed programmatic and fiscal limitations.

MISSION STATEMENT OF COMMUNITY ACTION

The ultimate goal of the Community Action is the eradication of “the paradox of poverty in the midst of a Nation of plenty!”. 

Community Action is distinguished from all other departments and agencies in two distinct ways. 

First, Community Action’s sole mandate is to assist those less fortunate. Second, Community Action concentrates its efforts and resources on identifying and eliminating the causes of poverty rather than only dealing with its effects. 

Community Action’s efforts are directed towards promoting appropriate institutional change and enabling those we serve to become self sufficient.
